Can Taiwan be seen in many respects

as the ideal starting point for future trade

with China and other Asian countries?

When developing relations between the

Czech Republic and Taiwan, we base our

work on the fact that the Czech Republic

does not recognise Taiwan as an indepent

work on the fact that the Czech Republic

does not recognise Taiwan as an independent country politically. With this in mind, the

priority in mutual relations is developing

cooperation particularly in trade and economy and also in the area of culture and education. Mutual business exchange takes place

without a bilateral contractual framework but

based on a multilateral arrangement by WTO.

Ing. Vladimír Bärtl

He was born on 14th July 1965 in Liberec. In 1983,

he graduated from Liberec Secondary Technical

School of Construction and 5 years later graduated

from Czech Technical University in Prague in

geodetics and cartography. After graduation, he

worked in Geodézie ČS, a.s. until 1993 and, among

other things, gained professional experience with

geographic information systems in Paris. He is the

co-founder of company HOUDEK s.r.o., focusing

on metrology and transfer of technologies, founded

in 1994. In 1999, he started working at the Ministry

of Foreign Affairs of the Czech Republic and worked

at the representative office in Ottawa between

2000 and 2004. He then spent two years working

at the Ministry of Industry and Trade of the Czech

Republic as an advisor to the deputy minister;

he is the co-author of project "Nový systém řízení

obchodně ekonomických služeb státu v zahraničí"

(New System of Managing the Country's

Economical and Trade Services Abroad) and

Export Strategy 2006–2010. In 2005, he attended

a seminar in Maastricht called EU Negotiation

Techniques.

He also worked in the representative office in Paris

in 2006–2010. During the French and Czech

presidency in the EU, he co-organised a programme

called Czech-French Economic Year. He was also

a member of the team responsible for placing

the control centre for the Galileo system in Prague.

Since 2010, he worked in BCM Control s.r.o. on

marketing, introduction of the quality management

system and other commercial projects. He also

simultaneously worked at the Ministry of Industry

and Trade in 2011 as the authorised representative

for international trade competitiveness and

promotion of Czech trade interests abroad. He was

named the deputy minister on 15th March 2014.
